Fire-roasted crushed tomatoes bring a faint smokiness and real depth that plain passata does not, so you get savour without reaching for a stock cube. Methode
Halve the peppers lengthways and pre-bake them
Cut the bell peppers in half through the stem, pull out the seeds and white ribs, and bake them cut side up at 200C for ten minutes before they see any filling. Raw peppers stuffed and baked come out either crunchy and undercooked or, if you bake long enough to soften them, they flood the dish with the water they release. A short pre-bake drives off some of that water and gives you a tender shell without a soup at the bottom. Halving rather than standing them whole also means every bite has filling and shell together.
Brown the turkey hard and do not stir it too soon
Heat a little oil in a wide pan until properly hot, break in the ground turkey, spread it flat, and leave it alone for two or three minutes before you start breaking it up. Lean turkey is watery and bland if you stew it, so you want it to hit a hot surface and take on colour. That browning is where most of the flavour in this dish comes from. If you crowd and stir it straight away it steams grey and tastes of nothing; let it catch first, then break it into craggy pieces.
Build the aromatics into the meat

Using already-cooked rice is the honest shortcut here; raw rice never cooks evenly inside a pepper. You want the filling scoopable and cohesive, not sloppy, because a wet filling is what leaves a puddle in the dish. Taste it now and get the seasoning right, since the peppers add none.
Add a binder for structure
Off the heat, stir a beaten egg and a handful of grated cheese through the filling. The egg sets as it bakes and knits the filling so a forkful lifts out in one piece instead of collapsing across the plate. The cheese adds savour and a little more protein. This is optional if you keep it dairy-free, but a binder of some kind is what separates a stuffed pepper that holds from a pile of mince sitting in a shell.
Fill the peppers generously and top
Spoon the filling into the pre-baked pepper halves, mounding it slightly since it will not spread, and scatter a little more cheese over the tops. Pack them snugly together in the dish so they hold each other upright and stay moist. A generous fill that domes above the rim looks and eats far better than a mean, flat scoop. Pour a splash of water or stock into the base of the dish to keep the air around them humid.
Bake covered, then uncovered to brown
Cover the dish with foil and bake at 190C for twenty minutes, then pull the foil off and give it another ten to fifteen minutes until the tops are browned and bubbling and the peppers are fully tender. The covered stretch steams the peppers soft; the uncovered finish drives off surface moisture and gives you colour and a little crust. Skip the uncovered phase and the tops stay pale and damp. A knife should slide into the shell with no resistance.
Rest before serving and finish with something fresh
Let the peppers sit for five minutes out of the oven before you lift them, then finish with chopped parsley or a spoon of Greek yogurt. Resting lets the filling firm up so it holds its shape when you serve it hot from the dish. A hit of fresh herb or a cool, tangy spoonful cuts the richness and stops the plate feeling heavy. They reheat well, so any spare halves are lunch for the next two days.
